Question: Can someone be 'saved' but have not been baptized/filled with the Holy Ghost? Is tongues the intial sign of being saved?

Answer: Speaking in tongues is not a sign of salvation; it is only the sign that someone has received the Holy Spirit (Acts 2:4; Acts 10:44-48; Acts 19:5-6). Jesus said that to enter the kingdom of God, a person must be born of water and the Spirit. We believe the birth of the Spirit is receiving the gift of the Holy Spirit (Acts 2:38). So to answer your question, we believe a person cannot be saved without receiving the Spirit. We also believe that many people who receive the Spirit and speak in tongues are not saved. Receiving the Spirit is only one part of the salvation process. Please read the articles on Shelf 1 of the Apostolic Free Library on this website.
