Actually, circumcision was not the covenant; it was only the sign of the covenant (see Genesis 17:11). The covanent required people to love God and keep His commandments. Women came under the covenant by through their fathers or husbands. Since man is the head of woman, she was covered by her father's and/or husband's circumcision.
